[patch] Ref-impl changes

Some final changes for the reference impl

  - don't put non-BSD cpp files into cxx_sources when
    building ref-impl.

  - guard an include of opt/parallel/foreach

  - avoid putting '-lvsip_csl' in vsipl++.pc and context.in
    when building ref-impl.

Patch applied.
