[patch] Fix SAL synthetic complex scalar-vector multiply

Oops!  I must have been thinking Python :)

This bug was showing up as incorrect scalaring for 2D FFT in fft.cpp. 
To make regressions easier to spot in the future, I extended the 
coverage_binary test to catch this as well.

Patch applied.
