[patch] Use new dispatch for matvec functions

The attached patch only addresses the C-VSIPL and the default (generic) 
backends for these functions.  It is intended to as a precursor to a 
patch that would fix the remaining backends (for CML, BLAS and SAL) once 
this is approved.  To avoid breakage, (and once approved) I can hold 
this patch until the remaining ones have been converted and tested.

This patch has been tested with all backends disabled, so it effectively 
only covers the default (fallback) implementations.

How does this look?
