[patch] MCOE Fixes for 1.4 branch

This patch fixes several issues encountered with MCOE, GCC, and FFTW

  - missing hypot decl
  - missing cmath macros
  - use LIBEXT when building fftw3
  - update mcoe-setup.sh to reflect configury renaming
  - CXXDEP for ccmc++
  - fftw3 configury
