[patch] Use CML FIR object copy state

This patch uses the just posted CML FIR copy state to fix the CML FIR BE 
copy constructor.  With this patch, previously failing tests 
tests/regressions/fir_copy_cons.cpp and tests/ref-impl/signal-fir.cpp 
now pass.

Patch applied.
