[patch] Reconcile VSIPL++ and CML caching

This modifies VSIPL++ to use CML's caching (via 
cache_alf_task_create/destroy), allowing VSIPL++ to work with a CML that 
has caching enabled (while still letting VSIPL++ cache too).

It contains a new test that stresses the kernel swapping.
