[vsipl++] hypot function throw specification mismatch

No, this isn't a known issue, but it was simple enough to identify the 
cause (a bug in the autoconf script).

Please find attached a patch to configure.ac, which should solve the 
issue you are seeing. Please let me know whether that works.
