[patch] Vmmul bug fix

Vmmul was promoting vector/matrix value types before re-dispatching. 
This confused the IPP (and potentially generic SIMD) evaluators.

I found this trying to build the C-VSIP bindings, and extended the 
vmmul.cpp to provide coverage.

Patch applied.
