[patch] SSAR support for Cell

This support is really applicable to any big-endian system such as
Cell/B.E. or Power.  No actual Cell-specific changes are needed other
than the changes addressing file I/O issues.

Note: Added new data set.  The previously named 'set1' is now 'data3'
and contains radar data generated with the SCALE factor set to 3 (as
before).  There is also a new set named 'data1', which sets SCALE to 1.

Some other minor enhancements and fixes are included, as detailed in the
Changelog.
