[vsipl++] [patch] Pool allocation

Patch applied, modified patch attached.

Key changes:
  - rename Pool to Memory_pool
  - move pool_alloc and pool_dealloc to Memory_pool::allocate and
    Memory_pool::deallocate (renaming original functions of that name).
  - Add library initialization to tests missing it.
