[vsipl++] Compiling VSIPL++ on Cell PPE

Hahn,

thanks for the attached header. I ported the original patch over to the
1.3 branch, and adjusted it further to make it work with that header
(there was one other signature change in need of adjustment).

Can you try this patch ?
