[vsipl++] [patch] Misc bits; prep for updating svn:externals

In the future, you will need to manually checkout FFTW into vendor/fftw.

Before your next update, you will need to remove your tests/ref-impl 
directory (otherwise you may see an error "Failed to add directory 
'tests/ref-impl': object of the same name already exists").
