[patch] Bump FFTW to 3.1.2

This bumps vendor/fftw to 3.1.2.

3.0.1 + ppu-gcc + altivec did not get along together :(

Bumping to 3.1.2 fixes this, plus should give better performance on 
em64t and altivec.

Patch applied.
