[patch] Fix bug leaving PAS psets open; Add MCOE TMR timer support

This patch fixes a bug where PAS psets were being left open, eventually 
confusing PAS about which psets had been opened by the process.  It also 
uses VSIP_IMPL_CHECK_RC to check PAS return codes instead of assert, so 
that better failure messages are given.

This patch also adds support for the MCOE TMR timer.

This patch makes the profiling events in Setup_assign under control of 
VSIP_IMPL_PROFILER macro so they can be disabled.

Finally, this patch has several benchmark improvements, changes, and 
additions.
