[patch] Fix 32-bit clapack build, test cleanup

This patch adds a new configure.ac variable, CLAPACK_NOOPT.  It is used 
to pass the -m32/-m64 flags to the CLAPACK make.inc.in for compiling 
non-optimized files.  (This is similar to the LAPACK_NOOPT flags for 
Fortran lapack).

This also fixes a bug in release.sh, and removes debug code from the 
replicated_data.cpp test.

Patch applied.
