Yes, that is a typo.  Thanks for reporting this, I will apply your patch 
so that the fix makes it into our next release.  Thanks!

FYI, ATLAS configuration is one of the weaker parts of building VSIPL++ 
from source.  The original ATLAS configuration is very interactive. 
We've tried to automate it for the platforms that we support, but as 
you've noticed, it is far from perfect!
