Also reverted duplicate copies of headers in vsip_csl and used svn's
move/rename capability to accomplish the same thing while preserving the
file histories. Seems like a Good Thing.
Unfortunately, this necessitated fixing up numerous paths in the tests/
directory as well as taking the 'vsip_csl' namespace into account.
Please excuse the size of the attached patch. This affected a lot of
files, but it seemed like a good time to get it out of the way.
