[vsipl++] Using synopsis for VSIPL++ documentation

What platforms would this be (potentially) be run on ? I'd like to make
sure synopsis compiles out of the box on all those, before I add a dependency
like that. Also, what constraints does this impose on synopsis'
availability ? Can / should it be fetched from svn ? Or should we put it locally
into our own repository ?

That is already done, AFAICT.
