[qmtest] problem with targets file

I ran into a similar problem, I am using head from cvs, more or less,
but I have not finished my configuration yet (so I am expecting it).

Perhaps you need to make sure that your target system also has a copy of
the test database in the same location, or there is a way to specify
where it resides, I am sure.  Will post something some results.
