[qmtest] problem with targets file

Hi,
When I am creating the targets file using this command 
 qmtest create-target -a host="hostname" "TargetName"
rsh_target.RSHTarget "GroupNameg command 

its creating the target without any problem . but after that if I run
qmtest its giving me this error.
This directory is not a Qmtest database. 

Seems like targets file is wrong and Qmtest first check the target file
format . 

Please help me out.
