PATCH: Standardize directory for QMTest extensions

This patch lets QMTest search in <prefix>/share/qm/site-extensions-<python-version>/
for QMTest extensions, and provides the necessary infrastructure for users to install
their own extensions there.

Using this mechanism there should be little reason to use the QMTEST_CLASS_PATH
environment variable.
