BUG? create-tdb overwrites existing database

I'm wondering if the 'qmtest create-tdb' command should prompt before 
creating a database where one lives already.  Although the existing 
database hierarchy is not afftected, the QMTest/configuration file is 
overwritten.  Wouldn't this be potentially damaging?

I mistakenly executed create-tdb in a fresh directory, forgetting that 
QMTEST_DB_PATH was defined to point to a working database.  The command 
worked without complaint and the modification time of 
QMTest/configuration changed.

A simple check would suffice: if there is a QMTest directory in the 
target location (working directory or QMTEST_DB_PATH), then ask for 
confirmation before proceeding.
