generating source distributions

hi there,

appended is a prelimitary MANIFEST template which, when put into qm/,
the distutils will use to generate packages. With that I can run

python setup.py sdist

and I get a source distribution. I also ran

python setup.py bdist

but didn't test that yet for completeness.
