More IO tweaks

Apparently, the offset in the .offset file refers to elements not bytes. 
Also, added make targets for some tests and made it so IO .cmpl.cpp 
files are compiled into the library.

This patch was tested under Linux with KCC and reviewed by Jim Crotinger.
