You can compile using 4.0e if you use the --oneper option when
configuring pooma. (It's fine for POOMA examples, I don't know
how this would affect compile times for Blanca.)

Subject: [pooma-dev] Prelinker Bug in KCC-4.0e
This is to let you know that I talked to Peter Hartman at KAI yesterday and
he confirmed that there is a bug in the prelinker for KCC-4.0e which causes
recompilation of alot of files when they are large including the side effect
of putting extra copies of functions in the same translation unit which
would
contribute to code bloat and give multiple symbol definition warnings when
linking.
Peter is building a version of KCC-4.0d for RedHat 7.1 which should be
available by Thursday or Friday of this week. I'm going to drop back to
4.0d
until the problem with 4.0e gets fixed. I'll be beta testing 4.0e also when
Peter thinks he has the problem fixed. If you want a copy of 4.0d for RH
7.1, let Peter know.
