RFA benchmarks (Plans for speeding up POOMA)

Attached are some notes I wrote up for Jeffrey to explain some
of the terminology used in our benchmark codes along with some
recommendations for steps we might want to take to use the
existing benchmarks in the performance work for the contract.

The benchmark codes (in r2/benchmarks) were intended to
encapsulate small kernels that we wish to optimize POOMA's
performance on. The benchmarks are handy tools since they can
report the performance for several implementations of a given
kernel, and let you control the number of iterations etc.
The optimization work should probably contain a mix of work
on larger applications as well as examining benchmarks.

Please post comments on these notes.  I believe
Jeffrey Oldham is coming up with an overall plan for the
optimization work.
