Proposal to Add Interpolation and Restriction Operators

Attached are PostScript and PDF versions of a proposal to add
interpolation and restriction operators to Pooma.

interpolation operator: maps from coarse-grain field to a fine-grain field
restriction operator: maps from fine-grain field to a coarse-grain field

coarse grain field:

Adding these operators eases implementation of the Pooma hydrodynamics
kernel.  It also adds support for working with fields with different
geometries.
