POOMA CVS log messages

Scott pointed out to me that there is a nice `log.pl' script that
comes with CVS that sends better log messages than the thing I cobbled
together.  I didn't know about this script because Red Hat chooses not
to install it with CVS.

Anyhow, I believe that I have now activated it, and that the pooma-cvs
messages should be a little better now.
