Update release

[Nathan Sidwell]

People may be wondering why there's been no update and it is now December.  P&E 
micro have provided an updated driver for their wigglers and we are 
incorporating that into our toolchains.  It fixes a problem we had encountered, 
and it is better to wait a few days while we test it.
